Fiore Kingdom
The Fiore Kingdom (フィオーレ王国 Fiōre Ōkoku?)[av] is a kingdom located in Earth-land ruled by Toma E. Fiore (トーマ・E・フィオーレ Tōma Ī Fiore)[ch. 325]. The kingdom's capital city is Crocus (クロッカス Kurokkasu),[ch. 265] which contains the Flower Light Palace Mercurius (華灯宮 メルクリアス Katōkyū Merukuriasu), the king's residence.[ch. 275] It is also the place where the annual Grand Magic Games (大魔闘演武 Dai Matō Enbu), a competition held to decide the kingdom's strongest guild, is held.[ch. 266] The nation's army, the Cherry Blossom Holy Knight Squadron (桜花聖騎士団 Ōka Seikishi-dan), is commanded by Arcadios (アルカディオス Arukadiosu).[ch. 275] Other inhabitants of the kingdom include Darton (ダートン Dāton), the elderly defense minister,[ch. 279] Hisui E. Fiore (ヒスイ・E・フィオーレ Hisui Ī Fiōre?),[aw] the kingdom's princess,[ch. 304,311] and the Order of the Hungry Wolf (餓狼騎士団 Garō Kishidan?), a group of executioners.[ch. 304,307]
Magic Council
The Magic Council (魔法評議院 Mahō Hyōgiin?) is a federal republic organization administering the legal guilds scattered throughout Earth-land.[ch. 2] Most of its members do not hold Fairy Tail in high regard due to their property-damaging tactics, despite the guild's role in apprehending criminals and defeating monsters that threaten the peace. The council operates a military force, the Rune Knights,[ch. 67] and Etherion,[ax] also called the Satellite Square,[ay] a weapon capable of firing a beam of immense, multi-elemental magic energy called Ether-nano[ch. 94,97] that destroys anything in its path.[ch. 79] From early on in the story, members of the council include Siegrain and Ultear Milkovich, two of its younger members.[ch. 1] Another council member is Org (オーグ Ōgu?) who eventually respects Fairy Tail for its heroic efforts. Another member, Yajima (ヤジマ), is a longtime friend of Makarov Dreyar's and one of the few council members who speaks in Fairy Tail's defense.[ch. 131]
During the course of the story, the Magic Council dissolves, but reforms under chairman Gran Doma (グラン・ドマ Guran Doma?) to institute a tighter regime over the guilds.[ch. 131,200] Members of the reformed council include Lahar (ラハール Rahāru)[ch. 223] a government official who personally supervises the arrests of wanted criminals and commands one of the Rune Knights's custody units,[ch. 162] and Dranbalt (ドランバルト Doranbaruto),[ch. 223] a man using memory-altering magic to disguise himself as Mystogan's former disciple named Mest Gryder (メスト・グライダー Mesuto Guraidā) to participate in the S-Class exam and search for evidence against Fairy Tail to dissolve the guild.[ch. 213] However, Lahar and Dranbalt eventually sympathize with Fairy Tail.[ch. 223] Seven years later, Tartaros assassinates everyone in the council except for Dranbalt, who is forced to flee.[ch. 356]
Blue Pegasus
Blue Pegasus (青い天馬(ブルーペガサス) Burū Pegasasu?) is one of the Fiore Kingdom's official guilds, mostly consisting of attractive men and women. The master of the guild is Bob (ボブ Bobu?), a cross-dressing man.[ch. 15] Loke's former owner, celestial wizard Karen Lilica (カレン・リリカ Karen Ririka?), is also a member of this guild; she is killed three years before the beginning of the series.[ch. 73] The guild's ace member is Ichiya Vandalay Kotobuki (一夜=ヴァンダレイ=寿 Ichiya-Vandarei-Kotobuki?), a short, unattractive man who uses a variety of enchanted perfumes to heal injuries,[ch. 135] and attain superhuman strength and speed.[ch. 161,276] Ichiya commands the Tri-Men[az], a trio of handsome young men who cater women:[ch. 131] Hibiki Lates "of the Hundred Nights"[ba] (ヒビキ・レイティス Hibiki Reitisu?)[ch. 132,140] can store and transfer information to others telepathically using an item that resembles a computer terminal;[ch. 139,140] Eve Tearm "of the Holy Nights"[bb] Tearm (イヴ・ティルム Ivu Tirumu?)[ch. 132] uses snow magic to conjure blizzards;[ch. 143] and Ren Akatsuki "of the Hollow Nights"[bc] (レン・アカツキ?) magically manipulates air.[ch. 142] Another member is Jenny Realite (ジェニー・リアライト Jenī Riaraito?), a fashion model who can magically transform into different outfits.[ch. 279] Eventually, the guild is joined by the Exceed Nichiya, who partners with Ichiya.[ch. 293]
Lamia Scale
Lamia Scale (蛇姫の鱗(ラミアスケイル) Ramia Sukeiru?) is one of Fiore's official guilds, led by an old woman named Ooba Babasaama (オーバ・ババサーマ Ōba Babasāma?). Three members of this guild are introduced as Lyon Vastia's minions on Galuna Island: Sherry Blendy (シェリー・ブレンディ Sherī Burendi?), a young woman who can control inanimate objects and celestial spirits, and owns a giant rat Angelica[30]; Yūka Suzuki (ユウカ・スズキ?), a man who produces magic-nullifying pulses from his hands; and Toby Orrolta (トビー・オルオルタ Tobī Oruoruta?), a man dressed like a dog who has extendible, poison-tipped fingernails. The three help Lyon revive Deliora so they can witness him kill it and avenge the deaths of their families. These members return to their guild after Deliora's death, with Lyon joining them as well. Lyon and Sherry later reappear alongside fellow member "Iron Rock"[bd] Jura Neekis (ジュラ・ネェキス Jura Neekisu?), one of the Ten Wizard Saints with mastery over earth manipulation, as representatives of their guild in an alliance with Fairy Tail, Blue Pegasus, and Cait Shelter against the Oracion Seis.[ch. 132] Other members of the guild include Sherria Blendy (シェリア・ブレンディ Sheria Burendi?), Sherry's younger cousin and a God Slayer who uses Sky God Slayer magic (天空の滅神魔法 Tenkū no Metsujin mahō) to conjure black gusts of wind and heal injuries, including her own; she participates in the Grand Magic Games alongside Lyon, Jura, Yuka, and Toby.
Dark guilds
Dark guilds (闇ギルド Yami Girudo?) are the primary antagonists of Fairy Tail. They are guilds that operate without the consent of the Magic Council, and are generally depicted as criminal organizations.
Eisenwald
Eisenwald (アイゼンヴァルト Aizenvaruto?, lit. "Iron Forest")[be] is one of the dark guilds that is controlled by Oracion Seis. The guild's most powerful member and acting leader is Erigor (エリゴール Erigōru), a wizard who only accepts assassination jobs, for which he is also known as the "Death God" (死神 Shinigami?). He wields a scythe and can create gusts of wind capable of cutting skin and forming barriers. Among the guild's other members are Kageyama (カゲヤマ?), who can transform his shadow into a tangible substance that he can manipulate to suit his needs; Rayule (レイユール Reiyūru?), who wields a set of urumi blades around his fingers that he can extend at will; Karacka (カラッカ Karakka?), who can merge his entire body with and move through solid objects; and Byard (ビアード Biādo), who can produce beams of light from his hands. The guild tries to assassinate the official guild masters in Fiore by using the Lullaby, a flute with a demon sealed inside by Zeref that kills anyone who hears its music. The guild is dissolved after being defeated by Fairy Tail.
Raven Tail
Raven Tail (レイヴンテイル Reivun Teiru?)[bf] is a guild introduced as a dark guild independent from the Balam Alliance,[ch. 131] and becomes an official guild shortly after Fairy Tail's return from Sirius Island.[ch. 267] The guild is led by Ivan Dreyar (イワン・ドレアー Iwan Doreā, also "Iwan Dreyar") Makarov's son and the father of Laxus.[ch. 128] A member of Fairy Tail until his expulsion from the guild six years before the series' present,[ch. 119] Ivan seeks revenge against Makarov and plans to remove and sell the lacrima he has implanted in Laxus's body, which would kill his son.[ch. 128] Other members include Obra (オーブラ Ōbura), a mute man who can instantaneously cancel out any spell his opponent uses;[ch. 267,272] Flare Corona (フレア・コロナ Furea Korona), a woman who can extend and change the shape of her prehensile hair;[ch. 271] Kurohebi (クロヘビ), a man who can imitate any opponent's magic;[ch. 277] and Nulpuding[bg], a man who can grow spikes on parts of his body.[ch. 269] Gajeel Redfox pretends to be a member of this guild under Makarov's orders to spy on Ivan.[ch. 128] Ivan also disguises himself as Alexei to participate in the Grand Magic Games.[ch. 269,286] Following the Grand Magic Games, Raven Tail dissolves.[ch. 341]
Balam Alliance
The Balam Alliance (バラム同盟 Baramu Dōmei?) is an organization consisting of Fiore's three most powerful dark guilds in the series: Oración Seis, Tartaros and Grimoire Heart. The organizations act independently from one another and each control a faction of the other dark guilds in the series with the exception of Raven Tail.
Oración Seis
Oración Seis (オラシオンセイス Orashion Seisu?, lit. "Six Prayers")[bh][vol. 17:omake] is a dark guild, named after the same group of antagonists from Hiro Mashima's previous work, Rave Master; Mashima ended up using the name at the last minute.[vol. 16:afterword][31] The guild controls several smaller dark guilds, including Eisenwald, as well as Naked Mummy (ネイキッドマミー Neikiddo Mamī).[bi][ch. 130] Led by Brain, the Oración Seis seeks to destroy the world's official guilds and create a new world order using Nirvana (ニルヴァーナ Niruvāna), an ancient spell created and sealed away by the tribal ancestors of the Cait Shelter guild that takes the form of a giant, walking city,[ch. 147,164] and has the power to reverse the moral behavior of those afflicted with good or evil thoughts; inherently "good" characters become "evil", and vice versa.[ch. 142] The guild is considered powerful and dangerous enough for the Fairy Tail, Lamia Scale, Blue Pegasus, and Cait Shelter guilds to form an alliance to fight against it.[ch. 132] After the organization is defeated by the alliance, its members are captured by the Magic Council.[ch. 162] Seven years later, after dueling with Jellal Fernandez following the Magic Council's demise, they are offered to join Crime Sorcière to help Jellal kill Zeref.[ch. 369]
The other five Oración Seis members are handpicked by Brain from a group of child slaves from the Tower of Heaven.[32][33]
Cobra the "Poison Dragon"[bj] (コブラ Kobura) is a man with Dragon Slayer lacrima implanted in his body capable of breathing clouds of toxic gas and transform his hands into venomous claws. He also has hyper-sensitive hearing that allows him to hear others' movements and read their thoughts,[ch. 149] and is usually accompanied by his pet snake Cubellios (キュベリオス Kyuberiosu).[ch. 134]
Racer (レーサー Rēsā) is a man capable of slowing down the flow of time for his opponents within a limited radius, and is able to summon remotely controlled motorcycles.[ch. 133,139-140]
Richard Buchanan (リチャード・ブキャナン Richādo Bukyanan), better known as Hoteye the "Heaven's Gaze"[bk] (ホットアイ Hottoai) is a man who can soften solid ground into clay and manipulate it at will and also has the ability to see through solid objects. He is also Wally Buchanan's brother.[ch. 141,142]
Angel (エンジェル Enjeru) is a celestial wizard who possesses the celestial spirits Gemini, Scorpio, Aries, and Caelum; she is also Karen Lilica's assassin.[ch. 144,145]

Grimoire Heart
Grimoire Heart (グリモアハート Gurimoa Hāto?)[bl] is a dark guild, dubbed the strongest guild of the Balam Alliance.[ch. 207] Led by Hades, they aim to reawaken Zeref, who is thought to be in a "sleeping" state in which he cannot use the full extent of his power, to create a "world of great magic" where only wizards can survive while non-magic users, who make up over 90% of Earth-land's population, will be annihilated.[ch. 102,221] Using an airship, the guild travels around Fiore and causes destruction to create magical "keys" they think will unlock Zeref's power.[ch. 102] Grimoire Heart's discovery of Zeref on Sirius Island results in war between Grimoire Heart and Fairy Tail; the organization soon retreats.[ch. 207,249,250]. Revealing that his power has never been sealed, Zeref denounces Grimoire Heart's intentions as being based on inaccurate rumors.[ch. 250] Their actions also inadvertently summon the dragon Acnologia to Sirius Island.[ch. 252]
Next in command after Hades is Bluenote Stinger (ブルーノート・スティンガー Burūnōto Sutingā)[ch. 228] a man who uses gravity magic to hold down his opponents.[ch. 231,238] Also among the guild's followers are the Seven Kin of Purgatory (煉獄の七眷属 Rengoku no Nana Kenzoku), a group of up to seven powerful wizards raised by Hades and led by Ultear Milkovich.[ch. 210,239] Each of the wizards specialize in different forms of Lost Magic (ロストマジック Rosuto Majikku)[bm] that only they practice.[ch. 217] Initially, the group's members are Azuma (アズマ), a man capable of controlling the growth of and merging his body with trees, as well as drawing magical power from the earth to cause explosions;[ch. 213,235] Rusty Rose (ラスティローズ Rasuti Rōzu), a man capable of materializing anything from his imagination;[ch. 222] Kain Hikaru (華院=ヒカル), a man with immense physical strength capable of using voodoo-like curse magic;[ch. 226] Zoldio (ゾルディオ Zorudio), a celestial wizard fused with the spirit Capricorn into a being named Caprico (カプリコ Kapuriko), who can summon humans he imprisons in another dimension in a manner similar to celestial spirits;[ch. 223] Zancrow (ザンクロウ Zankurō), a God Slayer (ゴッドスレイヤー Goddo Sureiyā)[bn] capable of conjuring black flames;[ch. 217]; as well as Merudy.[ch. 229,230] During the course of the story, Zancrow and Zoldeo are killed, and Ultear and Merudy leave the group shortly after the dark guild's defeat.
Tartaros
Tartaros (タルタロス Tarutarosu?)[bo] is a dark guild, consisting of demons from the Book of Zeref.[ch. 131,356] The leader of the guild is E.N.D., the strongest demon of the guild.[ch. 356] Other members of the guild include the Nine Demon Gates (九鬼門 Kyūkimon), a group of nine powerful demons.[ch. 356] Silver (シルバー Shirubā) is a male devil slayer capable of using ice magic to freeze a person or even a village.[ch. 355] Kyôka (キョウカ) is a female demon capable of turning people stronger with her magic.[ch. 354] Jackal (ジャッカル Jakkaru) is a dog-like man who can cause explosions powerful enough to destroy buildings and kill anyone.[ch. 356] Tempesta (テンペスター Tenpesutā?)[bp] is a male demon who can create tempests.[ch. 357] Other members include Franmalth (フランマルス Furanmarusu), a short humanoid demon who can absorb souls and people; Torafuzar (トラフザー Torafusā), a lizard-like man who can sharpen his arms to attack; Ezel (エゼル Ezeru), a man who can use his arms as if they were swords; Seilah (セイラ Seira), a young woman who can control and manipulate anyone's bodies at will; and "Black Priest[bq] Keyes (キース Kīsu), a man capable of turning his body into a mist and reform his body at will.[ch. 357] Minerva Orlando is taken in as well.[ch. 359]
